The Contractor shall:

Responsible for plans and carries out difficult and complex assignments, approaches and procedures; provides technical expertise on a wide range and variety of complex network issues; conducts analyses and recommends resolution of complex network issues affecting the specialty area; evaluates and recommends adoption of new or enhanced approaches to delivering voice and data products and ensuring wireless coverage to ensure these services, tests and optimizes the functionalist of systems, networks and data; identifies and defines business or technical requirements applied to the design, development, implementation, management and support of DPG NEC resources; ensures optimal use of commercially available product; evaluates proposals for the acquisition of products and services as it relates to the DPG LAN/WAN, Aruba Wireless networks, VTC's, VoIP and VPN. Troubleshoots complex network issues and conducts various researches and analysis regarding new technology, network traffic, potential security risk, etc.

Additionally, the Contractor shall:

 

    • Perform all required Services of Network Administration based on current version of the C4IM service list. Services will be required on both NIPRNET and SIPRNET.
    • Perform installation, programming, maintenance, repairs, tune-ups, troubleshooting and diagnostics on all types of network devices that include VTC's, VoIP, Routers, switches, firewalls etc.
    • Performs 25% manual STIG checks quarterly for CCRI and RMF compliance. Document and track checks performed and deliver to COR and ESD Chief on the first working day, once per quarter.
    • Installs, maintains and evaluates network systems and communications cabling. All copper and fiber cabling that is installed or modified shall be cut to length and labeled with its intended use. All cabling shall be installed in cable management and done in a neat and orderly fashion. All refuse shall be disposed of properly before leaving job site.
    • Install hardware and software, maintain network operations and ensures that inquiries and problems concerning networks, computers, peripherals and services are expeditiously resolved.
    • Monitor operation of the network and ensures that hardware and software are functioning properly and that operation standards are met. Make corrections as needed in coordination with Lead Network Administrator and NEC processes.
    • Interprets and implements command policies, directives, and regulations based on guidance from NEC management. Reviews planned management actions to ensure rigorous compliance with current information security/information assurance regulations.
    • Perform studies in order to develop or modify information systems to meet user network and/or telecommunications requirements.
    • Monitor network using available tools for network availability and identification of abnormalities to the network during normal duty hours and report to network lead and COR within sixty (60) minutes of discovery of abnormality during normal duty hours. After letting the network lead and COR know about the problem the technician must open a remedy ticket immediately after.
    • Ensure all new network equipment installation is coordinated with the Information Systems Security Manager (ISSM) and ESD Chief, prior to installation, for inclusion into the Department of Defense Risk Management Framework (RMF) Certification and Authorization Process and CR (Change Request) process. Actions are completed within four (4) working days upon receipt of work request or whenever the assigned due date for the task is.
    • Restore Network Service upon receipt of the work order request and availability of materials as follows:
      • Minor Outage: (Defined as a building outage that affects ten (10) or fewer people) repaired within three (3) working days
      • Major Outage: (Defined as a building outage that affects ten to thirty (10-30) people) repaired within two (2) working days
      • Critical Outage: (Defined as a building outage that affects a whole building or area of thirty (30) or more people) repaired within one (1) working day
  • Develops requested documentation, which includes but not limited to: required information such as functional descriptions, maintenance manuals, test and implementation plans, cost analysis, market research, specification data collection, scheduling production and product distribution procedures.
  • Configures Virtual Private network parameters by utilizing VPN hardware; configure encryption for all Wide Area Network (WAN) links to support NETCOM initiatives.
  • Participates in system acceptability testing and implementation. Meets frequently with other programmers and functional area specialists to coordinate work and resolve problems.

 

  • Installs, maintains and evaluates DPG wireless network systems, firewalls, routers, remote access services, wireless encryption solutions and wireless infrastructure.
  • This equates to a total of approximately 2087 man hours required per year historically.
  • The Contractor shall complete approximately 50 Remedy tickets per month.

Network Administrator position requirements:

  • Contractor must have experience required to perform network duties on the DPG LAN/WAN/WLAN to include capabilities to troubleshoot and resolve LAN/WAN/WLAN component and performance problems as they occur. Ability to install LAN/WAN/WLAN hardware and software, configure, test, and interface with other peripheral components and computer systems.
  • Thorough knowledge of Cisco IOS logs, Cisco switches, such as 6500, 3700, 2050, and 2200 series, VPN appliances, Cisco Firewalls, Cisco Access Points and Aruba Wireless Controllers. Knowledge of advanced LAN/WAN/WLAN software/hardware and network communication interface standards as used in a Cisco network such as switching, routing, in network operating systems on LANs, WLANs, and WAN s utilizing TCP/IP, routers, switches, firewalls, VPNs, web cache devices, intrusion detection system, and Information Assurance.

 

    • Minimum five years' experience and comprehensive understanding in planning, designing, developing, and troubleshooting, configuring, programming and managing network hardware/software listed above. In depth experience with VTC and VoIP installation, maintenance, programming and troubleshooting is required. Manual STIG checks and fixes for CCRI/RMF compliance will be required to be performed at least quarterly.
  • Must be proficient using tools, such as protocol analyzers, packet analyzers (sniffers), spectrum analyzers and cable testers, (e.g. Fluke Nettools, Etherscope, and Optiview). Experience installing category 5/6 copper and fiber cable per TIA/EIA standards is required.

 

 

Network Administrator Certification requirements:

    • Active Security + Baseline certification At contract start date.
    • CISCO Certified Network Administrator (CCNA) certification (100-105 ICND1 and 200-105 ICND2) At contract start date.
    • ARUBA Certification required
    • Secret Cleraance
  • ARUBA CERTIFIED MOBILITY PROFESSIONAL 6.4 (ACMP) At contract start date.

 

  • Polycom VTC certification is a plus.
  • CISCO VoIP certification is a plus.
